Delores Westmoreland: Former Kashmere High Dean, 1 Other Indicted for Tampering with Dropout Records

A Harris County grand jury today indicted two former administrators from the 2010 scandal at Key Middle School/Kashmere High School on felony offenses of "tampering with a governmental record."

Dr. Delores Westmoreland,
former dean of instruction at Kashmere, was indicted for three cases and fellow administrator and business manager Peggy Collins was indicted for two cases of tampering.

The grand jury investigation came after then-new Superintendent Terry Grier asked the Harris County District Attorney's Office to look into reports of improprieties at the two schools in 2010.

The women "are alleged to have altered school records to falsely lower reported drop-out rates," a press release from the district attorney's office stated. If convicted, the women face up to 20 years in prison and a $10,000 fine for the third-degree felonies. Westmoreland's bond was set at $30,000 and Collins's at $20,000.

Missing from any indictment was the name of former Kashmere Principal Mable Caleb (who'd been principal of Key Middle School before that) who was allowed to resign her position and retire from the district, despite all sorts of allegations that she'd hired relatives, violated school policies, and that there had been massive cheating at Key on the Texas Assessment of Knowledge and Skills tests.

The investigation started with a tip in March 2010 about computers disappearing from the middle school (some of which showed up at Kashmere High) and ended up encompassing allegations of cheating on standardized tests, improper payments to relatives of Caleb and missing money galore.

HISD's response:

The Houston Independent School District was informed today that two former employees have been indicted by a Harris County grand jury on felony charges related to incidents that occurred while these employees worked at Key Middle School and Kashmere High School. Both of these employees were terminated in 2010 following an extensive investigation conducted by a third-party at HISD's request. This investigation uncovered evidence that employees at both schools had participated in inappropriate conduct that included altering student records.

Today, Key and Kashmere are operating under new leadership and HISD is committed to ensuring the continued academic success of students in these schools.
HISD will have no further comment on this pending criminal matter.

I worked under Dr. Westmoreland at Kashmere HS for 5 years. During that time I had earnestly felt that she was making a concerted effort to deter the academic success of the mostly Black students at Kashmere HS. Just one example comes to mind, she had boxes of dictionaries that she kept locked in a storage room that I repeatedly asked her to use in my Language Arts/Reading classes and she'd always refuse me. I ended up buying dictionaries myself for the students to use. Also, she single-handedly destroyed my career at HISD with false allegations about me which she placed in my work record. Although seemingly a very personable with a distinct Southern drawl, in my heart I'd always felt that her actions to undermine the students at Kashmere HS and her repeated fabrications about me were motivated by racialism and bigotry. Also, the system of financially rewarding educators for the success of students on what are undoubtedly culturally bias standardized tests, attendance and other varibles often brings out the avarice in people. When money and/or perfessional status are on the line some individuals are found to be easily corruptable. Lastly, neighborhood where Kashmere HS and Key MS are located is rife with poverty and the US (mis)educational system is not designed to empower the underclass, thusly public schools located in the 5th Ward/Trinity Gardens areas of Houston are always going to face great challenges. This is Texas so I hope they have the 'Hanging Judge' persiding over the good Doctor's case.
