Woman Loads Car with Donations for Wildfire Victims, Neighborhood Threatens to Tow

Raintree Place, a private gated community near River Oaks, is home to the rich, the successful and the parking Nazis.

Dianne Josephs, who rents a house in Raintree, had parked her car in her driveway and was loading it with clothing and household goods to donate to wildfire victims. It had been there all of ten minutes when she received this e-mail from the Raintree Place Property Owners Association:

Ms Josephs you have been warned repeatedly of your parking violations. There is no parking in driveways, streets within Raintree or visitor parking by residents. You must park outside of Raintree.

The same evening, Josephs said her daughter's car had a note on it, threatening to tow.

Norman Schneidler, who is on the neighborhood board and in charge of parking, told Hair Balls he did not care to comment.

This isn't the first time Josephs has been the target of a crazy neighborhood association, or even of Raintree's nakedly offensive parking police.

Just before Josephs had hip-replacement surgery, her husband Bob requested temporary parking accommodations for her. Here's an excerpt from Schneidler's response, via an e-mail forwarded by Dianne Josephs:

Raintree makes no provisions for handicapped parking for residents as residents are expected to park in their garages. Good luck on your surgery.

When the Josephs hired a housekeeper to help during Dianne's recovery, she and her husband tried to get the housekeeper a space to park. "Sir," wrote Bob in an e-mail, "I need a hang tag for my wife's housekeeper to park in the visitor spaces. Thank you." Schneidler's response:

Bob at this time we do not have any hang tags for domestic. However y\our [sic] domestic will not be tagged at this time.

To gauge how important parking is at Raintree, the listed rules take up the entire Web site.

Dianne Josephs says her neighbor circles the complex several times a day to report open garages and cars parked in driveways. Once, she reported him for having his garage open, and she says he flipped her daughter off with both hands. "I wanna buy it [the house], but the people here are so mean!!" squealed Josephs. "They yell at me and say, 'You're nothing but trouble.'...but I question authority. When I think it's crazy, I question it."

OMG! I just watched "BTK", the one with Kane Hodder in it, and HE acted exactly the same way! He was some kind of city agent (exact office escapes me at the moment), and he drove around enforcing HOA-type regs on the WHOLE town. There was a scene in the movie almost EXACTLY like what happened to Mrs. Josephs in it! The only difference was he actually confronts her in person, in her driveway, while she is actually still in the process of unloading her vehicle. If you see him in your yard measuring the grass blades, just leave everything you have, and GTFO!!! Call the movers to go back to your place and pack everything up!

Seriously, though, some people have more time to tell others how to live "just so" than sense enough NOT to butt in on stupid, petty, inconsequential aspects of everything/one around them. Who cares if the front lawn is an eighth inch taller than stated in the HOA guidelines? That is below the realm of "reasonable" neighborhood concern.

Nothing like menopausal women and ED-striken men to make our lives a living hell.  Because that's who runs HOAs--old biddies with dried up hoohas and men with a small penis complex because they can't use Viagra due to their big fat asses and hardened arteries.

I lived in one of these places with these type of people...we called the old man "Snoopy" or "The Rapist" because he would come around and harass the teenage females.

Exchanging lewd gestures in broad daylight? Not extending the simple human decency of accomodating the handicapped? Clearly, many of the Raintree "fine, upstanding, community members" don't even have jobs if they have time during the day to drive around and spy on each other. It's like Trailer Park Confidential over there.

They might as well all have pit bulls chained to engine blocks on their front lawns.

Please contact TDLR, Texas Department of Licensing and Regulation. This agency licenses tow trucks and enforces rules regarding private property towing. I dare any tow truck company to tow your vehicle for anything not posted on the signs. They would be looking at hefty fines. Not usually worth it to the tow company. Bet the HOA doesn't have a clue about these rules.

I once got kicked out of a jury pool for stating that I didn't believe in homeowner's associations. I clarified that I understood that they existed, unlike Santa Claus or the Easter Bunny, but that I didn't support them or their ability to dictate what people could or could not do with their own property.  The homeowner association lawyer was happy to get me the hell out of there as soon as possible.

Four large a month for a WHOLE stinking HOUSE? That's the rent on a two-room walkup in the E. Village plus one rented parking space.

Shitty standup lines aside, I do have friends back home in Houston AND Dallas who (and I mean more than two)  have been driven to a) bankruptcy and b) inpatient treatment by homeowners associations. What is the genesis of this madness down there? It's not like Harris County is ever going to allow itself to run out of flat places to put cars!.

Actually, we a rent for the time being, as house has never been for sale.It is not Norman that drives around, several times a day, but Rick Schwartz and he speeds when doing so. Rick is the one who flipped off my daughter.

I wonder if they're being more strict with you since you rent? I think it's silly, but some HOAs see renters as "undesirables."

Mrs. Josephs, with all due respect, I would tell these self-absorbed fascists to stick it where the sun don't shine and move the hell out of there.  At $4,000.00 per month, I am sure you can find a nice place to live that is not inhabited by blue-bloods with no friends or hobbies.

I do not know, but there are other renters, that are not harassed. They are lucky enough not to live across from Rick Schwartz. We are talking about rent close to $4,000.00 per month.
