The Mayor's Office will ask City Council this week to transfer $4.8 million to the newly independent Bureau of Animal Regulation and Care from the Health and Human Services Department.

The information came in an "Open Letter to BARC Volunteers and Supporters," written by Director of Health and Environmental Policy Elena Marks. She also stated that BARC will hold weekly meetings to field volunteers' questions, the first of which will be held today at BARC from 5:30-6:30 pm.

It's great to see that BARC is coming closer to true independence from Health and Human Services, but Hair Balls wonders why this info was just aimed at "volunteers and supporters." What about the, oh, two million Houston residents who might want to know what's going on in local government?
